My windows 8.1 is up-to-date even for the optional updates. I am using the latest version of CC 2017 for both Premiere and Media Encoder. I cleared my preferences, uninstalled then re-installed the Creative Cloud desktop app I tried both to export to an external driver (USB 2.0) and to my local C driver with no success. I cleared the cache folders to prevent from a corrupted file. The project is 04:43 long so I cannot identify where the problem is.
